Vendor Application Information
Any vendor or person not currently registered as a vendor must fill out two (2) forms; the Vendor Application Form and W-9. Vendors may be required to complete the Conflict of Interest Questionnaire if applicable. Applying to become a vendor with our District does not imply that you will be added to our vendor list. In Texas public schools, a sole source purchase refers to the acquisition of an item
or service that is available from only one vendor, thereby exempting the district from competitive bidding requirements.
According to the Texas Education Agency (TEA) Financial Accountability System Resource Guide (FASRG) and Texas Education Code Section 44.031(j), a bona fide sole source purchase must meet strict criteria:
No Competitive Alternatives: There must be no other like items or services available for purchase that serve the same purpose or function.
Exclusive Rights: The product is available from only one source due to a patent, copyright, secret process, or monopoly.
Specific Categories: Examples include films, manuscripts, books, utility services (electricity, gas, water), or captive replacement parts for existing equipment.
According to Local Government Code, Chapter 176, a vendor, person or an agent of a person who contracts or seeks to contract for sale or purchase of property, goods, or services with a local government entity (i.e. The Quinlan Independent School District) must file a completed Conflict of Interest Questionnaire with the Purchasing Department no later than the seventh business day after the date that the vendor becomes aware of the facts that require the statement to be filed or person begins contract discussions or negotiations with the District or submits to the District an application, response to a request for proposals or bids, or other correspondence related to a potential agreement with the district.
