praise God so hopefully it will stay on this path we have a big agenda today we have a guest speaker here and she has a lot of important information to go over with you guys because there's been a lot of changes with the laws relating to Shaq and I've been a little overwhelmed we've met with our curriculum directors because so much of it is human sexuality so we're going to hopefully get a lot of clarification so I'm the first thing I'd like to do is introduced Lori kuykendall she is our guest speaker today and she comes with a wealth of information I got her information from region 10 we are now part of the school nurse Beaufort which allows us to start to get a lot more information with networking about what's happening in other school districts and I said you know we're really overwhelmed with the new Shack laws and we need capitation and they sent me Lori's gift contact information and we are so lucky to have her here today cuz she came all the way from Flower Mound so yay what are you having a party okay alright the old members can you say our group is really growing and we have had a few canceled due to the weather or just couldn't make it today but we're going to be a bigger group in the future. you know but so and you all are all very important to us and so thank you for coming so we're going to just do a quick introduction just are you a parent or what do you do in the community or to go ahead Apollo Reeves going to Paradise Valley High School State Walden Chief of Police. Alice Lafferty secondary Creek Sara Lee I'm a family Beverly farrand and I'm the registered nurse at Thompson Middle School already I think you all have coffee of the Flies that I'm going to be districts in the state and they tell you most of them are not the new laws and regulations understand so what I hope to do in our time together today is kind of a fire hose you with information about how to basic structure and the new regulations and laws and expectations ready to dive into the there's a lot to that will go pretty quickly I'm safe play right on through it do you want a job to question as you go will come back to the questions at the end that way if you have a question that is the answer later we won't have to take up time as I dive into it along the way but tonight you'll know who I am inhale from Texas A&M all right I did my masters in public from Liberty University started an organization in Fort Bend outside of Houston federally funded abstinence education programs in the state I you may be familiar with a success and State's largest provider of Life health education program back or trade them for a bit leather fat took the place of the founder Marilyn Morris at unintended pregnancy in this whole mixture of health problems that we want to help prevent that Nixon sexual behaviors really really important and really was the spirit of Life Shaq worth people agree for the most part that we should help kids and let you know boy drugs and alcohol that we should help them be well in exercise 12 education and sexuality education things get personal and and often contentious and they do in a hurry so the reason Shacks were set at a human sexuality Rother to take it on these needs of your community what do we need to dress in healthcare StudentVue so are the Texas law is 28004 as I call it in the middle of patientco that was a shack for every school district it is an Advisory Group that's an important part you'll see in that law that you advised the school board the school board ultimately makes the vote on the way to Lyman and these kinds of topics you are an advisor really the job they're of you all is to make sure programs so what's going on in Quinlan Quinlan very different than what's going on in Flower Mound is very different than what going on in the middle of Dallas ISD so this is set up the structure was really genius I think and reflect your local Community Values there are 1,200 school district and when you break that down across Health knees the map just shows you quickly when you're looking at people living with HIV things are different sort of centralized around the metropolitan area those are by county and then we do by County with Texas teen birth rate totally different picture so this allows us to get county-by-county and you can pull up leaving County data on pregnancy and STDs that have to be reported some of that kind of data you all likely in a small community know what those days are there in your nurse offices coming with the back up to putting in place education and policy and programs and curricula that would help address the needs of our community and reflect our law so in that shaft guy there's a whole list play the changes that come came along but first shots were first put into place in 1995 as part of that chapter 28 of the Texas Education Code covering courses of study with Essential Knowledge and Skills are both foundation and in in 1995 and in 1998 with the chiefs were made Health were required curriculum a required enrichment curriculum for high school graduation that is no longer the case of any District still required many School District at the high school Level Health is no longer a new Richmond curriculum the foundation are there with this Texas Essential Knowledge and Skills and then Rich knitwear help ball so again just leaving here I'm going quickly and I I know we have gladly come back to them at the end so let's dive into the purpose and organization of how Shack these are straight out of it I provided linked to 800 for that most of what we want to look at day is right in the middle of 28004 and how it has been amended Through The Years so we want the school district to consider the recommendations of the local Community Values. I like straight out of the law and that's part of the slide and then these questions will kind of slide into allow you all to think about how have you surveyed evaluated included local communities values in the union select easier to do it a smaller Community you kind of know the vibe of what's going on in the cool and the churches and the neighborhood's at and your opinion of people that you know but if the guy did to be a reflection of the local Community Values and then making recommendations advisory role so you're going to recommend numbers of hours of instruction provided in health education in kindergarten through grade 8 include health education in PE it's really important to understand when we go to dive into the teks required instruction in for K through 8 and then there's for high school when we went to revise the tiki had to make sure that we wanted things in K through 8 if you wanted every student whereas in 1998 with a tee store creative Health was required at the high school level that make sense we kind of move things down and is required for k through eight and then High School level is optional so do you use the check that the shaft leader and Leadership and membership understand your role as an advisory entity and the Board of Trustees understands its role in the selection in the crew that relationship is important you are making recommendations really important I've seen a lot sample The Shack said it so well but I think it's important for the board to be aware of what you all have sinned and recommendations you've made two to make those recommendations so they can see make an informed empowered both ultimately the responsibility of the boat lies at the Board of Trustees so they're going on in 2800 for we're going to see policies procedures the grade level that go across all of those too Shaq take on concussion protocol or what are we going to snacks are we having in the vending machines there's a lot of topics that certainly when we get into human sexuality and structure that's where we get into most of the controversy drilled into so ultimately you're going to have all of these other topics employee Wellness is important that you all are taking on but appropriate grade levels and methods of instruction for human sexuality instruction how kind of that hot button right there for Shack going on indeed this is how you are to be structured at by 2800 for the Board of Trustees shall appoint at least five members to the local Shack a majority of the members must be students enrolled in the district and you are not employed I know the membership here I've heard a little bit of it is up to you all too kind of aim for it most District say it's really really high involved but keep after it keep involving parents in the process they need to be parents who are who have kids in the district but you're not employed by the district specificity there one of those members one of those parents shall be a third as a coach coach are the Board of Trustees question to reflect on his REI then it goes on Senators you might have in your I seen Shaq have those minimum of five it gets too big sometimes I think you have a nice size group represented here today another several who are not here but I had a district Collins they will they told me a pastor couldn't be on the shack conflict of church and state and I feel actually listed specifically that a clergy could be involved to help represent and reflect those Community value so there's a recommendation on this list to think about being involved in your Shack so how are the meetings to go well it's very clear in the new regulations around Shack and you'll notice a slight bit of change color you can tell the different color it's a different blue and the top toxic. This is the same 2800 for but it is now being been amended by 1525 in June to this is all new anything under line is new and I would tell you the whole purpose of what you see is new is to increase transparency and accountability of the Shacks really good timing with the new teeth coming up for the fall they wanted Shaq to get in place to bring about those their procedures to get new curriculum in place for the new teeth coming in the fall increased transparency horror stories I can tell you if shafton other districts were Shack kind of go into their clothes ruin and layout decisions without involve and transparency and then also kind of the accountability structure fit-again the underlined is new on here and it's it's really about how to run the meetings now so you're going to help me at least four times a year we've already had that but now at least 2 hours before the meeting you're going to post notice of that day Cowern place you're going to ensure that that notices on the district's website and you're going to send prepare and maintain minutes of the meeting that state the subject that content of each deliberation build order decision or other action taken by the council during the meeting why would they need that again there were things happening in Shacks behind closed doors that nobody really knew and they would just kind of layout controversial content into their District so this was make an audio or video recording we have that running today this is new and did not later than the 10th day after this meeting with those minutes and the recording up onto the so kind of breaks down into now three days before we're going to post the meeting at least we're going to repair and maintain minutes audio recording and then submit those minutes and that's all pretty easy to follow I like laws that are really specific they made clear how to at 2 at administer at the new laws of if it's an employee all right so now we're going to dive back into the original language of 28000 for in specifically about the human sexuality instructions to any course materials and instruction this is not new back to the original 2800 for Lane been in place for a year so any course materials and instruction related to human sexuality STDs or HIV or Aids shall be selected by the Board of Trustees with the advice of the local Shack so there it is selected by the board but with your advice so they're going to be five points that come up never one prevent abstinence from sexual activity as the preferred choice of behavior and relationship to all sexual activity for unmarried persons of school age that's a mouthful but it and it's how do the instructional material Define abstinence is it clear that its absence from sexual activity that's a gray area and young people's minds and sometimes I think as long as we don't do it or is it a sexual act SEC schedule oral  and sexual pun Define you can see it Define in the law and then we ask him and how are the instructional materials teaching this as the preferred choice for unmarried for what clear and relevant terminology is being used as you listen and look at curriculum choices for your school this these questions would be have to be answered to meet this first point how was absent from sexual activity Preferred Choice of behavior in relationship to all sexual activity for unmarried persons of school it's pretty clear in the language this is one we're going to go through two three four and five at speak to number to devoting more attention to no sexual activity than to any other Behavior so quantify literally count in a curriculum that you may be reviewing the numbers of chapters and Pages devoted to helping students choose absence from sexual activity does the majority of the cont clear instruction and help develop skills were avoiding sexual life is what the law has to say I picked up a curriculum a couple months ago in a number of Texas school and you can literally see there were 11 chapters on sexual activity and one on absent but that doesn't mean it's a lot not legal again there's no Shack police with some of these in there a lot of things being taught in Legally in Texas around this topic but I just want you to see how clear the talk about why and wrestle around it a little bit but asking to see it straight out of the number three emphasized that absence from sexual activity if used consistently and correctly is the only method that is 100% active in preventing pregnancy STDs infection with HIV or Aids and the emotional trauma associated with Adam how are the risks of pregnancy address and how are STDs and HIV and AIDS present a lot of times a lot of  education focuses in on pregnancy but doesn't include STDs and STIs you'll see it that's all in the new teeth but that's really important and clean and clear in the law and does the instruction politically relevant presentation of emotional trauma associated with adolescent sexual activity how about that mental emotional and relational impacts is that included you'll see it and think we change this word trauma though in the teeth sounds like it was a heavy word I stronger with triggering word which has other kinds of application and we changed it in the teeth too emotional risk that now including the teks is emotional wreck again a lot of sexual activity  education contraception he's preventing pregnancy feed the law has is look at STDs and emotional risk number for Direct Auto DirecTV Behavior which apps activity for marriage is the most effective way to prevent pregnancy STDs and infection with HIV or Aids so they're getting here the direction of the words directing to that standard of behavior how is it being normalize standard of behavior play the role play what is scenarios that their students may consider are they normalizing abstinence from sexual activity are they normalizing sexual act I was a part of the instructional material process State Board of law on and they didn't get a fruit obviously but some there's a lot of content out there that doesn't mean these and Earth and you can count how many times is the word marriage or married included in we're at the Live point or the positive direction of the directing it towards that standard of behavior that protects them from pregnancy STDs in the emotion nevermind the last one perception condom I want out of college myself I know that kids have a hard time zoom some of that and that's a lot on that topic and I loved it back to that after some discussion or question I just wanted to lay it out for you in the law and what's their so when it comes to adopting curriculum that is going to teach these Concepts and sexuality instruction we're going to go through some of the new laws around them process against new laws House Bill 1525 very specific underlined here it starts with the Board of Trustees adopted a policy to adopt curriculum that will look like this number one they will adopt a resolution can be mean you all for the purpose of making recommendations regarding the career resolution Dental towards the doctor. And you began to make some selections and review some of the contact you're going to hold at least two public meetings on the curriculum materials before making replica recommendation you're going to provide those recommendations back to the board and then the board after they receive your recommendation will take action vote on the adoption so it just lays it out there what's to be happening so already done and pick you up and we got to get our board going yes you do work we're going to figure that out we're together with the board as we need to this goes on to talk about these curriculum materials on human sexuality instruction must be made available for people to review so it talks about that they have to be reviewed and they have to be based on the advice of the local Shack suitable for the subject and grade level for which the curriculums are intended and reviewed by academic experts in the subject and grade level. One thing I would say that I went to the State Board of Education there are State Board of approved curriculum material available for middle school and high school I would like to say that again so they approved in member approved sboe curriculum for middle school and high school they did not approve any curriculum for elementary talk about that today I was there for that so they didn't come step to you all deciding and with your curriculum staff and all of that. What are we go how are we going to teach the teks to our elementary and middle school and high school some districts say we will only use state board approve material other districts like choose their own to write their own there's a hole glad to look at someone attacked by teacher someone outside sources someone if I the teacher or the counselor are they so there's so many choices and it'll differently in every District but every district is required to show ta How They are keeping all the be we're going to look at the help speak this process that is laid out of this part of 1525 shows you how to get through it on these topics for your school then again they're serving all 1200 District so not knowing how all of that review happened here locally I wanted you to see what you're going that will be by the way this 1525 went to effect this so and I haven't talked to John about what is or is not happening on  ed in your District this year but these things would all be you haven't done it that you can still do it ahead of the instruction is it estate at the parents right to review or purchase a copy of the curriculum and then remove the student form any part of it you're going to see where this change is a little bit use the grievance process as we're at it and if you'll process if things aren't done Rorschach does parents but now I have a grievance and appeals the statement that everything you said the public domain must now be posted and there's a whole issue over writing curriculum do you write public Publishers have a copyright so they are now you're obligated to figure out a way to make them available to pair whole process so you provided a detailed but the entire curriculum has to be made available to me so that they can see everything their child is go and the kids to the Dallas Zoo I don't know give you that you have to get parent permission so I know there's a way schools know how to do it and they were pretty specific about how to get it on this so it may not be included with any other notification or request her written consent provided to the parent so you can't just slip it in that big packet of the beginning of the year it has to be a little I just was a king again again in 1525 in June other like five thousand things in that bill and this was one of them that came in sort of laid in that legislative process it wasn't totally transparent what I worked on is all the shack regulations and requirements of that flow the transparency to make Shacks run better because I've seen so many Shacks run terribly well and I miss you and I hope that we have do that we've been saying districts and just like a one pager for everything in their District that goes out like a color copy of way from the registration packet that lists everything okay to
