Quinlan ISD Director of School Community Relations

Tiffony Upchurch Chapman is a decorated communications leader and community advocate with over 26 years of service as the Director of School Community Relations for Quinlan Independent School District (QISD). Working directly alongside the Superintendent of Schools, she directs all district-level internal and external communications, marketing strategy, media relations, and public service announcements.

Tiffony’s work has consistently elevated the district's visibility and reputation at every level. Under her leadership, QISD and its communications department have earned numerous local, regional, state, and national honors, including a vast array of Texas School Public Relations Association (TSPRA) awards and local Community Hero recognitions. Her strategic communication and leadership support played a vital role in the QISD School Board twice being named the Region 10 School Board of the Year and twice being selected as a top five school board in the state of Texas.

In addition to communications, Tiffony is a foundational figure in building QISD's philanthropic and alumni engagement infrastructure. She spearheaded the launch of the QISD Education Foundation in 2005 through a high-impact founding donor campaign, and later established the QISD Alumni Alliance in 2022 with a similar foundational effort. Today, she continues as District Liaison to both the Education Foundation and Alumni Alliance Board, guiding governance, marketing, and major fundraising events like the annual golf tournament, fishing tournament, employee contribution campaigns, permanent monuments, and more.

Tiffony plays a central role in driving school culture and community engagement by producing signature traditions—including district-wide Homecoming festivities, among many more—while fostering business and community partnerships through annual community parades, a Taste of Tawakoni back to school event, hospitality rooms, and more.

A deeply rooted civic leader in the Quinlan and Lake Tawakoni area, her impact extends across several key boards:

• Lake Tawakoni Regional Chamber of Commerce: Board Member, Chairwoman of the Scholarship Committee, and Chairwoman of the Quinlan Christmas Parade for 30 years.

• QISD Education Foundation and Alumni Alliance: Serves as a Liaison between the district and the organizations supporting instructional enhancement, student enrichment, and alumni scholarships through literacy and community learning initiatives.

• Local Scholarship Program: Serves as the Liaison securing local scholarships to seniors that has grown from approximately $10,000 to well over $150,000 annually.

Through her decades of service, Tiffony remains committed to telling the QISD story, bridging local organizations with public education, and driving excellence across the entire Quinlan ISD school and community.
